If customs discovers a problem, the bill can be larger than the price of the tool itself.<\/strong><\/p>\n\n\n\n<p>Please read the risks below before you decide to \u201csave\u201d this money.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">1. Moulds hate under-valuation\u2014one re-assessment and duty + penalty can exceed the tooling cost<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Steel injection or stamping dies usually enter the EU under HS 8456\/8459 with 0\u20134 % customs duty, <strong>but 20 % import VAT<\/strong>.<\/li>\n\n\n\n<li>To \u201cinclude tax\u201d, forwarders often declare a USD 50 000 mould as USD 15 000\u2014<strong>a 70 % under-value<\/strong>.<\/li>\n\n\n\n<li>Industrial moulds are inspected in >15 % of EU\/US shipments. When customs re-values, you pay:<br>\u2013 <strong class=\"\">Full VAT on the real price<\/strong><br>\u2013 <strong class=\"\">A 10 %\u201350 % penalty on the under-paid amount<\/strong><\/li>\n\n\n\n<li>The import VAT is issued in the forwarder\u2019s name, <strong>so you cannot reclaim it<\/strong>.<br><strong>Result:<\/strong> You have not even sampled parts, but already owe USD 8 000\u201320 000.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">2. IP-infringement risk\u2014your mould carries the customer\u2019s logo or patented shape<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cavities often carry <strong>final-product logos, patent numbers or trade marks<\/strong>.<\/li>\n\n\n\n<li>Forwarders declare the block as \u201cunbranded steel\u201d.<\/li>\n\n\n\n<li>Customs calls it <strong>\u201cintentional concealment of IP goods\u201d<\/strong>\u2014tool seized and <strong>fine of 1\u20133 \u00d7 value<\/strong>.<\/li>\n\n\n\n<li>The legal importer (the forwarder\u2019s shell company) will not pay, so customs chases <strong>the consignee on the bill of lading\u2014you<\/strong>.<\/li>\n\n\n\n<li>The EU and China now <strong>mutually enforce customs fines<\/strong>; your overseas subsidiary\u2019s bank account can be frozen.<br><strong>\u0418\u0442\u043e\u0433:<\/strong> A destroyed tool is only the beginning; the fine can follow you home.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">3. Loss of cargo control\u2014one container, many shippers, one mistake, everybody pays<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Moulds are heavy (5\u20138 t) and make good \u201cbase cargo\u201d. Forwarders love to <strong>consolidate<\/strong> them.<\/li>\n\n\n\n<li>If any co-loader under-declares or hides sensitive items, <strong>the whole container is locked<\/strong>.<\/li>\n\n\n\n<li>Detention: USD 150 \/ day. Ten days = USD 1 500 <strong>\u0434\u043e<\/strong> you even talk to customs.<\/li>\n\n\n\n<li>EU\/US rules: <strong>One entry, one release<\/strong>. You cannot pull your mould out until every item is cleared and all costs are paid.<\/li>\n\n\n\n<li>The forwarder\u2019s terms say \u201cdetention shared proportionally\u201d. <strong class=\"\">You must advance money for strangers\u2019 cargo<\/strong> or wait indefinitely.<br><strong class=\"\">Outcome:<\/strong> Your production line stands still while you finance other people\u2019s problems.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">4. Project delay\u2014without compliant documents your customer will not sign-off the tool<\/h3>\n\n\n\n<p>More and more OEMs (automotive, medical, white-goods) add this clause:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cSupplier must present customs entry proving correct declaration; otherwise tool approval is withheld and no payment will be released.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Under double-clearance:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Entry is in the forwarder\u2019s name, <strong>not yours<\/strong>.<\/li>\n\n\n\n<li>Value, HS code and weight are \u201coptimised\u201d and <strong>do not match your PO<\/strong>.<\/li>\n\n\n\n<li>You cannot prove the tool legally entered the country, <strong>so your customer refuses final acceptance<\/strong>.<br><strong>Result:<\/strong> The tool is perfect, but you wait six months for the final 40 % payment.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">5. Reputation &amp; blacklist\u2014when the forwarder collapses, you stay in customs\u2019 microscope<\/h3>\n\n\n\n<p>March 2024: A well-known \u201ctax-included\u201d forwarder went bust; <strong>five EU countries froze its VAT numbers overnight<\/strong>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>200+ Chinese exporters were flagged; <strong>all future shipments drew Red Channel inspection (>50 %)<\/strong>.<\/li>\n\n\n\n<li>One of our customers had used that forwarder only once. His <strong>next three tools were examined consecutively<\/strong>, adding 15 days each time. Idle production cost: USD 120 000.<\/li>\n\n\n\n<li>Once your company is linked to a <strong>disqualified importer ID<\/strong>, the record stays in the system for years\u2014<strong>changing forwarder does not erase it<\/strong>.<br><strong>Translation:<\/strong> You saved USD 400 freight, then paid USD 120 000 in lost output.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">6.
